This paper deals with changes of development thought and thought of development management relating to natural resources and environment (NRE) at 3 aspects: the new awareness on NRE; the new thought and approach on NRE; and policy suggestions toward sustainable development in new development context in Vietnam. NRE is the basis for sustainable development. It is the new awareness. NRE is in a higher position now in comperasion with in the past. This new awareness is adopted by our Party and Government considering it as leading management point of view toward sustainable development in new development context in Vietnam. The new thought and approach on NRE are expressed in policy of development of new economic models: green, circular, sharing ones. Those new economic models creat a great family of sustainable economic models. The policy suggestions are proposed toward to creating and developing of an ecological system for development management at 2 aspects: legal framework and policies, management instruments.
