Abstract. Some believe that before any activity can achieve results there must first be advanced planning. Management of financial resources invested in education is no exception to that rule. Thist is the key that can solve all other issues. While the budget for high school education in Hoa Binh Province has expanded in recent years, the planning for the use of those funds for high school education in the province has been frought with problems. Therefore, improving the planning regarding the budgetary funds used for high school education in Hoa Binh Province is of significant importance.

Introduction In the second convention, the central board of course VIII of the Vietnam Communist Party affirmed: “Education and training are the nation’s priority” and “We are motivated to developing education and training to further industrialization and modernization. This is necessary to develop people, develop society and increase the economy quickly and stabily”. Adhering to the directive of the Party, in recent years investment and use of financial resources for Hoa Binh High School education was planned, but it was not sufficiently balanced or strong. Therefore, identifying project-oriented financial resources and finding finance capital to invest in Hoa Binh High School education is necessary. 2. Content 2.1. Projects to secure financing and using capital invested in high school education in Hoa Binh Province. 76 Strengthen projectize financial resource and use finance invested in high school... 2.1.1. Objectives When a development plan is made, future financial needs are predicted. Such has been the case with educational needs in Hoa Binh Province. In order to plan financial management plan for schools, past receipts that show the record of expen- ditures must be reviewed. Identifying the nature of the project is also necessary before a plan can be made. This addresses management. Managers need to have a common sense of di- rection and all managers should be encouraged to take part in creating the plan and a system that will support the plan. Planning future financial expenditures will likely increase productivity, avoid waste and investment losses, and avoid contractdict redundant expenditures. False receipts which do not represent actual expenditures drain money from the educa- tional system. Expenditures that are made without receipts are an unaccountable drain of capital, but such expenditures are usually subsidzed. A project that will focus on finances is to maintain a balance between receipts and expenditures to prevent financial losses. Having a financial plan when running a high school and managing expenditures well will insure that students, teachers and managers can benefit as expected and the educational environment can be improved. Financial accountability is necessary to raise educational quality and results. Making use of such a plan in the high schools will result in more funding being made available for high school education. Good management is necessary to develop education, along with a financial strategy which will compliment the high school education development strategy. This will involve Party and government policy, central to local management cadres and the managers of Planning and Investment, Finance, Education and Training. Those who take part in plan formulation must be charitable, visable, and understand the high school educational stystem range, including the financial aspects, to to advise leaders who will make the management and finance decisions. 2.1.2. Content The making of a plan to manage finances also requires capital. Just as school activities should follow an exact schedule, so, too, should receipts and expenditures. The two need to be synchronous. If the two do not balance, the aims of school will not be achieved and considerable waste will occur. Planning this form of financial management starts with a prediction of the financial needs of education. Each program, each action should be accounted for and set within a timeframe. Managing education finances is related to educational development, creating a team of teachers and supplying school materials. They are 77 Phan Van Sy all related to the financial plan which is to improve financial management in the education system. For this to be done, management itself in schools needs to be make a project which is funded. Managers will need to ascertain the validity and time of receipts, keep good expenditure records, insure that operations are lawful and balance the books. The most important job of high school financial managers in Hoa Binh province is to rebuild bad classrooms and high schools as is proscribed in the plan. The needs of the teachers and students in high schools must be known. Time and money must be spent wisely and in a manner which suits the practice and aptitude of the school system according to the plan. 2.1.3. Following through Step 1: Create a plan * Appraise the situation: + Examine the high school financal plan of the Education and Training De- partment and determine what successes have been made towards realizing that plan. Each member of each department must perform his allocated task well accord- ing to the plan – those in the financial department in the school and every manager to each member in educational council must build, reform, repair, conserve and buy teaching equiqment. * Affirm important aims: + Draft, issue and set up a plan. + Establish the authority and duties of a department which will manage the teachers and staff at the school. + Make use of standards that conform to school practices and local practices in the province. + Determine an organizational structure, particularly regarding the making of the plan for the school given: * Expected need of human resource, financing and time, and the method that is to be used to carrying out the financial management tasks considering the available plan. Step 2: Organize and prepare * After meeting with the Education and Training Department, we will have a policy and draft of a‘financial management directions which to be realized by an actual plan that is to guide all activities. Following that step, a specific topic conference is to be called to show and discuss the plan, to hear ideas from the headmaster, management staff and teachers. * In a high school, persons at the committee meeting, including school leaders, 78 Strengthen projectize financial resource and use finance invested in high school... will need to discuss and pass a draft addressing financial management in schools giving consideration to Departments which will be allowed to choose standards that suit each individual school. * Anticipate manpower needs and invest capital to create more floor space and solidifying the school. At that time, classrooms should be build along with an office, a bathroom, a multifunctional room, walls and a yard. The extent of this activity is to be determined by the Education and Training Ministry. * Establish the authority and duties of Departmental school managers, in- cluding teachers and finance supervisors, making a plan and school management rules. Step 3: Guide to be followed * The education council is to follow the plan, which can be discussed at short Department and school meetings. On the advice of those from the planning and finance room, the Departmental director shall determine the duties of staff mem- bers as they carry out school financial management actions. The plan is to sepa- rate expenditures into that needed for building, that needed for repairs and that needed for equiqment that is to serve teachers’ needs. Each schoolmaster must fol- low this course, however, basing on expected expenditures that can be financed by the Department or district, subsidies may be obtained from other organizations for building, repair and teaching equiqment needs. * Divide up the work among those in human resources in order to get ev- erything done. As directed by the plan, rebuilding, enrich and make repairs, and purchase equiqment as is possible under budget constraints, that will best serve the teaching activities of educational branchs and individual high schools. * Guide school departmental managers as schoolmasters, groups and staff members take over the facility and teaching equiqment and work with the teachers, accountants and bookeepers. * Supervise and encourage intellectual and material benefits for the people through good use of financial management in schools and the purchase of appro- priate teaching equiqment. Demand that all managers apply standard criteria when appaising teachers and staff members. Step 4: Follow up appraisal * Hold meetings and contests, and meet with the Department and school edu- cational councils to appraise the effect of the school financial management project, the perception of the plan, the combination strength that results when groups, or- ganizations, teachers and staff members take over financial management in schools. * Compare the group and individual efforts with the standar set and give recommendations. Following that, issue decisions or measures which can be used to 79 Phan Van Sy negotiate and adjust errors, if any have been made. Carry out projects to use school finances to improve buildings according to the plan and within the law and central and local government policy. Moreover, the content of the plan must be updated regularly: not following the old plan but creating, developing and lengthening areas of success, as suits with the social and economic conditions of the province and each locality, district and city. 3. Conclusion Financial resources plays an important role in the development of Hoa Binh high school education. It seems to be a ‘heart’ with an artery/capillarity’ system to supply and maintain the blood supply for the body. To make the best use of financial resources in education, we need synchronous methods that will raise its position. One of the measures needed is measurement: making, under a jroject, accountability for financial resources and the use of capital that is invested in high school education in Hoa Binh province.
