Abstract Researches that assess capacities and skills in education and training have recently tended to approach the the term of competency. Designing tools to assess research capacities of university lecturers on the competency scales will produce specific, objective and logical results. The tools enable university administrators to effectively evaluate research capabilities of faculty members, contributing to improving the quality of scientific research.
